Portland Police say the death of Bethany Kelley, a 23-year-old unhoused woman from Portland, has been ruled a homicide. Her body was discovered by people walking on Kennebec Street near Chestnut Streeton early in the morning on Nov. 18.
An autopsy has confirmed that the death is a homicide.
